[LBo] how to control the privilege of groups/users

Hi Gang,

Happy New Year!!!

I am kind of administering a Linux server. I feel like I don't have much to
do when creating group or users. In this case, how can I assign appropriate
privilege to each user or group?

For example, I want a user can create new users and has full privilege for
those users he/she created, but cannot do anything to any other accounts.

I am sure I am missing out something, can anyone please shed some lights on
this?
