Yes, every timezone has a file, one of them is linked or copied to
/etc/timezone, which is your localtime, the daylight saving times are
included in that file.
However your linux system needs to know if your hardware clock is set to
localtime or UTC.
Windows insists on localtime and Linux expects UTC (but can cope with
localtime).
These settings are usually made during the initial install and never
changed.
