I have Debian with KDE 3.3, but I think you will be able to do this with
your system too.
KDE Menu/ControlCenter/Desktop/Window Specific Settings
Open the program you want to fix so that you can get to it and the
window for the Control Center. Then do New and give the setting a
description. Click on Detect and click on the program window that you
want to set. Then go to Geometry tab and fix the size with the numbers
or whatever you want (like Maximize). Have it either Remember or open
it that way initially. Then save it and close the program window. Try
opening it again to see if it now opens the way you want it to.
