[LBo] Permanent /home partition

I've been lurking about on this thread for a little and want some clarification
before I make a comment. As I understand it, the discussion is about
separating user data and user specific configuration files into two distinct
directories instead of the more traditional /home/username directory?
If so, then what exactly are the potential benefits of doing so?
I think I saw someone mention that /home was in a different place sometime in
the past, but I don't think it has ever been separated out into two sections
before.
