Sorry for the late reply.

I believe RH does this for ease-of-use.  If you run a DNS server you will 
notice that named.conf is also in /etc linked to your chroot jail.  I'm not 
sure if removing them will cause any issues as I have not tried this.  But if 
RH follows the linux structure then it shouldn't as all programs should be 
looking for the information it needs in the correct directory.
