I have used Nvu's publishing feature for several sites and it does work, for me.
I did have to mess with the settings related to the publishing address to get it
to work.
You might tell us the error you are recieving from the server, when you try. Nvu
uses ftp, so sftp will not work, if the site uses that.
from nvu's help file:
"If any of your files fails to publish, the Publishing Status dialog box
displays an error message that can help you determine what went wrong and how to
fix it. Click the Troubleshooting button in the Publishing Status dialog box to
get help on solving your publishing problem."
FileZila is a nice ftp client for windows boxes and does ftp as well as sftp.
It does passive or active, if need be, to get around your firewalls settings.

If you will take the time to rebuild the site from scratch using bluefish,
(createing basic page templets for the site, for future page updates) it will
then be in a easily maintained state. Meaning anyone could maintain it if you
ever have to hand it over to the 'next' webmaster. Then run just as fast as you
can from all things frontpage and the mess it creates, you will never regret it. IMO
A side note, I recently lost my box with bluefish on it and tried to use Nvu
from a windows box, it also does some (IMO) squirrelly things with the code, as
opposed to what bluefish does. I had to revert to notepad to maintain the site
temporarily. Having the previously created templets I was able to continue the
uniformity between pages til I was able to bluefish going.
There were a bunch of free windows html editors I found on:
http://www.nonags.com/nonags/htmledit.html I didn't get to test them out but
they are another option.
