This sounds like a provision for "wake on LAN".  This uses the +5V 
standby power, which is present whenever the power supply unit is 
plugged in, to allow the computer to be booted by a special LAN signal 
received by the card.

There is usually a setting in the BIOS to enable this. I don't know why 
it would be different in XP, perhaps a system setting.  With a laptop, 
it may be disabled when not plugged in to conserve battery power.

Check your laptop's manual for a "wake on LAN" BIOS setting.
