I resolved the problem with Webmin at

Webmin doesn't use Apache.  It has its own webserver.  The answer given 
at the above site was for the Debian distribution.  I use Fedora Core 
6.   The configuration file's name is a little different and the fix was 
different, but this site did point me in the right direction.

On FC6, the configuration file is named /etc/webmin/miniserv.conf 
instead of Debian's /etc/webmin/miniserve.conf.  In this file, I found a 
line that said SSL=1.  I changed it to SSL=0.  I rebooted, although I 
probably could have restarted the Webmin service, and it works fine.

However, I'm still left with my original problem, which I'll submit in 
another post.
