I have Skype on both WinMe and OpenSuse10.1  The MS version is
worthless, but the Linux version works quite nicely.  This is with a
lightning struck modem that at best gets to 34666, but mostly 24444.
I did a d/l from the Skype site and since it is an rmp, I just clicked
on it in GUI.  It set up and runs nicely.  Good luck.
