I think that if the distro installs a dhcpclient that doesn't background
the request process, this could delay booting by 60 seconds waiting for
that to timeout. IIRC, ubuntu tries to contact the NTP server at bootup
which could cause delays. The statement is true that it *may* cause
delays in startup.
