Jisao,
The MAC address is hard coded and should stay the same no matter what
OS is running. It is a unique identifier for the NIC.
In case you're interested, the first 3 numbers (xx:xx:xx) identify the
manufacturer of the NIC, and are assigned by the IEEE.

I don't have a resolution for you, but I'd suspect that Windows
'locks' something on the card that isn't released during a warm boot.
You might want to try disabling that connection before rebooting into
Linux and see what happens, or check out the properties of the
adapter. It might be as simple as changing it to autonegotiate rather
than force a speed and duplex or something like that?
