I may be late to the party, but when I have screen saver problems in KDE (for 
example, every time Synaptic updates the menus), I have to do the following 
to get them back and working:

Delete the folder:

~/.kde/share/applnk-mdk/hidden

This may not specifically address your problem but will, usually, correct the 
problem of the screensavers not appearing the Desktop Configuration screen.
