Not if one has asked for and received permission to use it. Otherwise, I
would say that accessing any data on their system would be definitely
unauthorized access. It would be questionable in my mind about using the
internet if they were providing it free of charge. Morally I would feel
responsible to ask permission if I knew who's it was. Legally, I don't 
know.  Good question!
