Hi,
There are many different TV capture cards on the market that allow you
to capture from a camcorder device. See the LinuxTV website for a list
of Linux compatible cards. Note that you may have to do quite a bit of
investigation to find a card that has the right chip in it, as support
in Linux is mostly based on which processor is used in the product.

These capture cards will have driver support in Linux, but then you need
to get an application that can capture from the connected camcorder
using the driver in the kernel. Kino is a very good capture application
and is really easy to use for simple editing techniques, like cutting,
clipping and pasting clips, importing/exporting clips and adding simple
effects like titles and fade ins/outs, but it is by no means an advanced
NLE (non-linear editor with support for multiple video/audio tracks).
Unfortunately, I do not really know if it can be used to capture from an
analogue device! I have only ever tried with a DV camcorder and when I
go into the capture menu, it loads the firewire modules, as if to say
that it expects a firewire input.
This link might help finding an app, but I have not investigated further:

If you cannot find an app. that captures from analogue video, then do
what I did and borrow someone's DV camera to connect the Hi8 camcorder
through the DV cam, so that you can capture with Kino, or borrow
someone's consumer DVD recorder, as they almost always have the ability
to capture from camcorder and write to disc as an MPEG-2 DVD. Then you
can use Mencoder to convert to other formats if you do not want it in
MPEG format.
