That is also known as Automatic IP Addressing. This is to allow zero
configuration when using a crossover cable between say two laptops or a
laptop and desktop that would not otherwise have an IP address (such as
no router.)
Windows XP systems do this anytime they are configured for DHCP but do
not get a lease in the 60 second timeout period.
The advantage is that you do not have to re-configure the systems for
static addressing (or use multiple configurations to do so) when
connecting without a router.
The disadvantage (under win32 at least) is the 60 second timeout as the
card will be unable to be used until that point.
