Thanks to all who answered my question about 169.254x.x address.

Over the weekend I came across the answer below:-

so set /etc/default/zeroconf to "FALLBACK=yes" - i.e. zeroconf only runs if no 
dhcp lease received.

I now know about zeroconf and where my network configuration files are in 
Debian [ + that using the kde network gui can "break" 
the /etc/network/interfaces file !!! ].
