So IMO, I would say that any Windows install on a virtual machine falls under
their EULA. That said, for testing purposes, I do believe XP can be installed
for, I forget, some number of days before you are required to remove it or
verify your license for the product. If I read the above channelweb article
correctly, all this is ended if you are refering to Windows Vista.
I'm sure someone on the list may be able to give you a more detailed answer.
As to the preferred virtualiazation package for any distro, I would suggest
VMWare's software. Either their player or server, both are now free, as in free
beer. There are other OSS offerings for virtualization, but (not having tried
them) by reading comments, they are at different stages of development,
depending on who you read.
