Since you are shrinking the Windows partition, I would also recommend
qtparted, like Stefan.

If you were going to make the Windows partition larger (extend it), then
it would be better to use the Windows diskpart tool.
(http://support.microsoft.com/kb/325590/en-us)  I helped a friend resize
using qtparted and there was difficulty later with Windows seeing the
new space.
