It's not the Linux distro that's giving you the problem.  It's having 
booted into Winblows first.  A warm boot (restart) from all versions of 
Windows prior to Vista (I don't know on that one) does not jump to the 
same point in the bootstrap code as a cold start.  The result is that 
not all hardware is fully reset.  A full shutdown and cold start are 
necessary to clear the hardware.
