Yes.
You need an X11-Server running on your Windows machine to display 
X11-clients (=GUI-linux-programs) on your Windows-desktop.

There were some free ones when I googled last.
There also used to be a commercial solution (hummingbird), but -IMO- it 
was too expensive.
