Do you see sda or sdb under /dev directory?

Normally RH/Fedora is good as seeing new hardware.

Fedora core 3 is so out of date i would recommend that you upgrade.  And if 
you don't have to be on the bleeding edge of the OS I would suggest you move 
to CentOS.  CentOS is RHEL4.x

Do you have another machine you can plug it into?  Try to rule out a bad 
drive.  Depending on where you plugged the drive in will determine which sd# 
it is.
