At least in germany, the left alt-key is different from the right one. 
The latter is labeled "alt-gr" and used to be (IIRC) used to display 
graphical characters (used in "turbo-pascal-guis).

On german keyboards, we use them today in order do create such lovely 
symbols as: € @ | \ ~
So making money and using a computer would not be possible without it :)

I think this is the reason "right alt" is giving you trouble: 
Internally, it is a completely different key.

You might be able to set is to be a regular alt-key somewhere in the X11 
configuration (where you can also disable caps-lock by making it another 
ctrl-key). But I don't know where that is...
