Drupal, is GPL:

So there are some limitations, but they dom't restrict usage.

The GPL governs the distribution of software (here Drupal) in a way to 
ensure that the end-user has (and keeps) the fundamental freedoms to 
use, modify and share software.

If you use GPL'd software on a server to serve a site, you do not 
distribute the software itself, and thus there is no limit on what you 
may or may not serve. You may charge for each and every webpage you 
serve. No problem.

If you redistribute Drupal (offer download), then you need to make sure 
people do get the license (their rights) and the sourcecode, too. (In 
case of a PHP-application, this is no problem :)

If you modify Drupal, and use it on your server exclusively, you do not 
need to GPL your modifications. (Although you are encouraged to do so :)

If you modify and redistribute Drupal, you need to license your 
modification under the GPL, too.

Welcome to the wonderful world of free software. No "enterprise 
licensing" required :)
