These ports should NEVER be open to the internet! For your own sake.
When configuring "server-prgramms" like Apache, Samba, IMAP, or any of
the ones mentioned above, you should make sure they cannot be accessed
from the "wild internet".

A DSL-Router/Cable-Modem usually does the trick by using NAT/Firewall.

Your ISP probably wants to keep you from running these servers from your
home, using the bandwidth they are offering cheaply for home-users. If
you want to run a webserver from your bedroom, you need to subscribe to
their more expensive "business subscribtions"

And yes, if you were to host LinuxBasics.org from your house, and your
ISP noticed, you'd be looking for a new ISP or you'd be paying them a
supplement. Or both :)
