Depending on your distribution, if you want to stop/restart ipp, you
need to stop/restart CUPS
In Ubuntu:
sudo /etc/init.d/cupsys stop
or
sudo /etc/init.d/cupsys restart
I don't know if this fixes the problem, since I must admit, I don't
fully understand the problem.
