[LBo] Can't access Network Process Manager or Services in Xubuntu?

Hi:
I was playing with the applications in Xubuntu after installation. I'm
not sure what I have done, but I can't access the above two features.

I get "The configuration could not be loaded" "You are not allowed to
access the system configuration" I was asked for my password and I
entered it correctly.

Any thoughts?
