I researched this issue and found that Xubuntu does NOT by default run the
update-notifier as Ubuntu and Kubuntu do.

I assume there is a way to turn the update-notifier on, but I have not
experimented enough to find it.

I would think that XFCE should run better than Gnome did.  You said you

I ran Ubuntu 6.06 on this same machine (no modifications have been made),
and I think 6.06 was a bit more responsive - i.e. when I'd launch an
application it would appear on the screen faster than it does with Xubuntu
7.04.

I tried Puppy Linux and liked it.  It has a pretty nice desktop and runs

Thank you for your help.  I think I'll try Puppy Linux.   My only concern
is, being a newer linux user I like to stay with a distro with good
community support, like the buntus.  However, this mailing list is extremely
helpful, and maybe it's time I venture off the beaten path!
