This might be off-topic here. But if like me, you're dual-booting Linux
with an old (unsupported) version of Windows such as Win2000, the new
Daylight Savings Time settings have to be applied manually.

Here are some relevant MS articles:

Preparing for Daylight Saving Time changes in 2007
<http://support.microsoft.com/gp/dst_topissues>
 - General information.

How to configure daylight saving time for the United States in 2007
<http://support.microsoft.com/kb/914387>
 - Specific instructions for updating a single computer or multiple
networked computers.

February 2007 cumulative time zone update for Microsoft Windows
operating systems <http://support.microsoft.com/kb/931836/>
 - Includes list of specific time zones that need updating and their new
DST start/end dates.

I followed the instructions in the second article, in the section
"Method 2: Change the time zone settings on a single computer".
