I help a friend maintain a server that's running Fedora 2 and doesn't
have the DST updates.  The server is owned by a hosting company that
doesn't provide very good support, so I want to do the minimum patching
necessary to effect the update.

I looked around for info, and this is the best reference I've been able
to find:

I've done part of the procedure: downloaded/extracted the tzdata file
and ran zic to create the zoneinfo files in a temporary directory.  I'm
holding off copying the zoneinfo files to /usr/share/zoneinfo until I
decide which of the files to copy.
