[LBo] IRC - Time Alert - DST

Many folks will experience a time change tomorrow where we "Spring
Forward."  Chat will still be at 20:00 UTC, but that will be one hour
later in your area if you have the time change.

For example on the balmy east coast of USA we have been coming to chat
at 3PM (15:00) which is -5 hours from 20:00 UTC.  Tomorrow I hope to
remember to arrive at chat at 4PM (16:00) or -4 hours from 20:00 UTC.

Got it?  Don't lose it!!
