Read through Section 17 on First Boot.
http://docs.fedoraproject.org/install-guide/f8/en_US/ch-firstboot.html
Small bit on how it starts:
Chapter 17. First Boot
The Setup Agent launches the first time that you start a new Fedora
system. Use Setup Agent to configure the system for use before you log in.
Select Forward to start the Setup Agent.
----------------
Do you see Forward there when you first boot? It looks like there is
more to do than only making a user, like setting up the firewall. The
fifth thing is making the user. All this is done before login.
Hmmm. Is that 'Localhost login:' line appearing on a black and white
screen?
