I agree with Sam,  a Firewall with some well thought out IPChains 
rules will do most of what you want.

My Dlink router/firewall unit is pretty good by default and I believe 
that Linksys uses Linux and IPChains on some of their units.  Of 
course most distros will install a Firewall now unless you tell them 
not to.  See if you can get your head around IPChains.  It ain't easy 
but it is rewarding when the lightbulb goes on.
