With OpenSuse you can also install packages.  You use YAST to do the 
job.  Open YAST and search for preclude to see if it is in the 
repositories.  Here is a page from the documentation if you have not 
used YAST before to install programs.

You can see above that you need libgnutls before libpreclude.  And maybe 
something else before that.  Try Yast which will get the dependent 
programs installed for you.  It will also make it possible to uninstall 
this later if you need to.
